Log into the Game Control Panel, go to Game Servers --> Click on the game you want to update --> Run Steam Update
A black box should appear. Once it says the game server is up to date, you may play on your server.

How do I set my client variables to receive the best registration as possible?

Open up Counter Strike Source, go to Options --> Keyboard --> Advanced --> Select "Enable Developer Console".
Hit OK to save changes and OK again. Press the tilde (~) button. It is the button next to the "1" and above the Tab.
Type in: cl_cmdrate 101 and press enter. Type in cl_updaterate 101 and press enter. Lastly, type in rate 25000.
Finally, you can start fragging!
